01Who can ask for an adjustment
Fulton County's leak adjustment page says adjustments to water and sewer accounts are available upon qualification for leaks classified as non-routine and not preventable by proper maintenance. In plain terms, a sudden break such as a burst pipe or a failed fitting is the kind of event the policy describes, while a toilet that has run for months is harder to fit within that wording. The County decides each request.
The County is clear that the form is not a guarantee of a credit. It says that in most cases an adjustment will only reduce, not eliminate, the bill, and that you remain responsible for any remaining amount. Plan to pay the bill on time while the request is reviewed unless the County tells you otherwise.
02Fix the leak first
The County says a request is considered once the leak repair has been completed. That means the first step is a repair, not a phone call to billing. Use the County's meter test, described in our leak detection guide, to confirm the leak, then have it repaired.
A copy of a plumber's or contractor's repair bill must accompany the request. If you repaired the leak yourself, the County asks for a copy of the receipt for materials you bought. Ask your plumber for an itemised invoice that names the address, the date and what was repaired.
03How to submit
Fulton County accepts the Leak Adjustment Request Form with the repair statement by email at [email protected], or in person at 11575 Maxwell Road, Alpharetta, GA 30009, or 141 Pryor Street SW, 7th Floor, Atlanta, GA 30303. The County says it will notify you if the request cannot be granted or if more information is needed.
On timing, the County's page says that if a credit is issued it will be reflected in two billing cycles. Keep a copy of everything you send, and note the date you sent it. For general billing questions the County lists Water and Sewer Billing at 404-612-6830.

Free Quote Request04Before and after meter readings help
Write down meter readings when you discover the leak and again after the repair. Readings that show flow with everything off, and no flow after the repair, support the request. Photos of the failed part or the wet area can also help a reviewer understand what happened.
If the leak was in the line between the meter and the house, remember that Fulton County says the property owner owns that line. The County's lateral flyer says many homeowners are not aware of this until a repair is needed. A break between the meter and the main is the County's to repair and should be reported to 770-640-3040.
05Understanding the amount at stake
From April through October, Fulton County bills residential water in tiers based on your winter average, so a leak can push usage into Tier 2 or Tier 3. In 2026 those tiers are $5.91 and $9.47 per 1,000 gallons, against $4.74 for Tier 1, and sewer volume is $8.98 per 1,000 gallons. Our leak cost calculator estimates how much a measured leak added, which can help you judge whether a request is worth making.
A winter leak can also raise the November to March average that sets next summer's base. Fixing it promptly limits that effect. Our high bill guide explains the tiers line by line.
06Roswell customers
These rules are Fulton County's. If your water comes from the Roswell Water Utility, your bill comes from the City of Roswell and its own policies apply. The City lists 770-641-3707 for its water utility on weekdays from 7 a.m. to 4 p.m. See which Roswell utility serves you.
