01Signs a water heater needs attention

A water heater that leaks or stops producing hot water needs a licensed plumber to diagnose it, and a leak is the most urgent case. If water is spreading, close the cold water supply to the heater or the house main shut-off; Fulton County's FAQ says the main valve is typically in the basement or garage behind an outdoor faucet, or outside below one.

Write down the make, model and age shown on the heater's label before you call; it helps a plumber advise whether repair or replacement makes sense. Either way, in Alpharetta the work is permitted, and the installer must be licensed, as explained below.

02Does Alpharetta require a permit?

Yes. The City of Alpharetta's residential permitting procedures say subcontractor trade permits normally follow a building permit, but that a stand-alone subcontractor permit may be issued without a building permit when no other work is planned. The procedures name water heater repairs as a typical example of a stand-alone permit. The City adopts the 2024 International Plumbing Code with Georgia amendments.

For night or weekend emergency replacements, the procedures say a permit is still required, but the installer must obtain it on the next City business day during normal permit hours. The City also tells homeowners to require every hired contractor and subcontractor to show a City-issued permit for their work at the site address before work begins.

03What the permit costs

The City's posted residential plumbing permit application lists a water heater line item at $25.00 each, alongside a minimum permit fee of $50.00. Those figures are quoted from the application in the City's residential building forms packet; confirm current fees with Inspection and Code Enforcement at 678-297-6080 before relying on them. The fee is for the permit only and is separate from any plumber's price.

We do not publish installation prices, because there is no primary source for them. The table below shows the posted permit line items most relevant to emergency plumbing work.

04Who may install it

The City's procedures say Georgia law, O.C.G.A. 43-14, requires anyone contracting or performing plumbing for hire to be licensed by the State Construction Industry Licensing Board, and that the City will not issue trade permits to unlicensed persons. A homeowner doing their own work on their own home may obtain a permit for that work. The plumbing permit application asks for the installer's Georgia card number, class and expiration date.

The Secretary of State's plumbing division says a Class I Master Plumber may work on single-family dwellings and one-level dwellings for not more than two families, while a Class II Master Plumber has no restrictions. See how to check a Georgia plumbing license.

05Roswell and Milton

The City of Roswell's building FAQ says water heaters are under the purview of the plumbing and gas codes, requiring permits and inspections to ensure a safe installation, and that state licensing is required if a tradesman is doing the work. Our Roswell page has more.

Milton runs its own permitting through the City of Milton's Community Development department. We could not verify Milton's current permit pages for this guide, so ask the City or your plumber which permit applies before work starts; see Milton plumbing help.

06After the new heater is in

Keep the permit and the final inspection record with your home documents; they are useful when you sell. If the old heater leaked for a while before it was replaced, check your next Fulton County bill, and see leak adjustment requests and our leak cost calculator.
